In short, a shed must be constructed of a similar material to that of the house or high quality vinyl.

Yes - if you submit an ARC Request. According to the Rules and Regulations: "All fences shall be constructed of quality wood or, if approved by the Board, vinyl fencing that simulates wood; and shall be maintained in a satisfactory condition at all times."
According to the Kenosha city ordinances: "Temporary dumpsters may not remain on the Premises for more than thirty (30) days. Dumpsters shall be maintained to prevent Debris from blowing out of or overflowing from the dumpster. Dumpster shall not be placed in the Vision Clearance Triangle. For purposes of this paragraph, the Responsible Person and the Owner of the temporary dumpster are jointly liable for compliance."
The area is actually part of the Root-Pike River Creek Watershed. You can see more information on it here, and here, and here. The south branch that originates near Highway 50 meets up with the railroad and then flows north into Pike Creek. The conservancy doesn't drain into the neighborhood's ponds by the park. Initially, the area was listed as part of a flood plain; however, at that time Alderman Bogdala helped the HOA get that designation changed so that homeowners bordering the conservancy were not required to purchase Federal Flood Insurance, which was being considered.
The HOA does not have a history of maintaining the conservancy. The last time there was any involvement was in 2014 with flooding caused by beavers damming the flow north to Pike River. The Wisconsin DNR had to get involved to relocate the beavers before the area could be undammed and the flooding resolved.
As far as next steps, reach out to the Wisconsin DNR (email: dnrlakeb@wisconsin.gov) and explain what you noticed and ask them to come out and check for beavers (or other critters). They're probably going to have to get access to the conservancy through your property - most or all of the neighbors have fences blocking public access at this point.
